Chester County School District understands that parents, students, and community members often have questions about various aspects of our educational community. In response to feedback from the community on the addition of fencing around the Chester High School campus, the District has compiled a Frequently Asked Questions (FAQ) sheet to provide additional clarity.

Why did the District install fencing around Chester High School?
The purpose of the fencing is to create a more secure environment that enhances the overall well-being of everyone on campus. Chester High School, built in 1974, has over 70 exterior doors which compromise the overall security of the building.
Although CCSD has enhanced its security protocol and notification systems with upgraded cameras, fencing provides an additional layer of support for our staff and students.
The new fencing, which is similar to what is utilized by surrounding school districts, is designed to enhance security based on the current building layout. By establishing clear boundaries, the Chester County School District aims to prevent unauthorized access and regulate entry points, contributing to a more secure school environment
Why is the fencing so close to the building?
The fencing was installed in areas that would be most effective in minimizing unauthorized access to the school. The fencing follows construction and safety codes and is at an appropriate distance away from the school building.
What will happen in the event of an emergency situation such as a fire?
While the fence serves as a security measure, it does not impede emergency evacuation. The fencing around Chester High School includes egress points with push bars located around the campus that can be opened from the inside. This is in accordance with fire codes and safety regulations.
Why did the District put funding into a fence to address safety, instead of building a new high school building?
The Vision 2026 Bond Referendum included plans to build a brand new Chester High School facility. The 2022 vote was not in favor of the referendum. As a result, CCSD was not allowed to borrow funding to build a new facility at this time.

CCSD also has comprehensive safety and security protocols in place that address various emergency situations. These protocols are reviewed and updated on a yearly basis. In the event of an emergency, including a fire, students are instructed to follow designated evacuation routes that are carefully planned to ensure a swift and safe exit from the premises. Evacuation routes at Chester High School will be updated to include and address the additional fencing.
Why doesn’t the District hire additional security personnel?
The Chester High School campus has two School Resource Officers in place, one at CHS and one at the Career Center, and a campus hall monitor. Additionally, the District utilizes a third-party security company to provide additional support when available.
However, the overall security of the campus was still compromised due to the building’s layout and its 70-plus exterior doors. Without any exterior security structure in place, security personnel will have difficulties in mitigating unauthorized access on campus.
